Pursuant to 163-193 the State Board of Elections will notify those individuals who qualify by January 31, 2017, that they have been notified that the Secretary of State has determined that they may take advantage of the alternative procedures for voting which will allow them to vote without showing proof of residency (such as an address on file with the county clerk, which must be current at the time of registration). For persons who have not had their registration canceled and have not responded to the secretary by December 31, 2016, an exemption to the registration requirement will not be granted. For individuals who choose to register at the polls, they will be required to show identification of United States citizenship and an acceptable photo ID (such as a driver's license, passport, or military photo ID). If ID is not a picture ID (such as a lease or a bank statement), it may also be a document proving a current address including telephone numbers. In addition to voting in person, all applicants must register on the same day by following the same procedures as those for absentee voters. The voting registration deadline is a Monday following the first Tuesday in November or the preceding Tuesday if the elections for state candidates take place on a Saturday or Sunday. Individuals who have not successfully complied with residency procedures prior to an election, nor are individuals subject to an out-of-district residency requirement, may still register.
